Page and Field Configuration Not working for Correspondence Address Field on Customer Address Locations 1st Record

Symptoms
Page and Field Configuration Not working for Correspondence Address field on Customer Address Locations 1st record
The issue can be reproduced at will with the following steps:
1. Navigate to Customer > Customer Information > Create Customer information
2. Click on Add a new Value
3. The requirement is, to turn on the check box for Correspondence Address under Address Locations section using Page and Field Configuration.
4. Navigate the Enterprise Component > Page and Field Configuration
5. Add a new value
6. Select component name as "CUSTOMER_GENERAL", Marker as Global, and configuration type as "Standard"
7. Provide basic require information
8. Select Field CRSPD_TO_ADDR from record CUST_ADDR_SEQ
9. Turn on the option for Require Field and default value as "Y"
10. Save the configuration
11. Click on Validate Configuration
12. Click on OK button
13. Navigate to tab Map to Portal Registry
14. Save
15. Select bot the portal navigation
16. Click on the Apply Configuration button
17 Click on Ok
18. Save
18. Navigate to Customer > Customer Information > Create Customer information
19. Add a new Value
20. Add basic information
21. Review the Correspondence Address field under Address Locations section. The check box is NOT turned on. The expectation was the Check box have to be a Turn ON based on Page and Field Configuration.
22. Now add a new Address Location.
23. Now you will be on record 2 of the Address Locations and if you observe the check box is TURNED on for the second and subsequent rows but not the first row.
