Changes Made In Position Data Classic Page Are Not Update in Job Data of the Incumbents

Symptoms
When changes have been made to a position these are not updated in the Job Data of the incumbents.
The issue occurs when adding a new row to a position and updating the "Reports to" and the "Location" fields.
After clicking on save, the changes are not effective on the Job Data page.
Steps to reproduce the issue:
1. Navigate Organizational Development > Position Management > Maintain Positions/Budgets > Add/Update Position Info > Description
2. Update the location data on the Position and save.
3. Next, navigate to Workforce Administration > Job Information > Job Data
4. Search for the position incumbent who should have this change and check the value in the Location field.
Notice that this value is not changed to the new value, from the Position.

Upgrade the HCM application from release 9.1 to release 9.2.
