ePerformance Nominate Employee Step Shows a Search Record Instead of Redirecting to Nominate Page

Symptoms
Before Image 47 when a manager clicked Nominate participant, the employee being evaluated defaulted to the nominate page.
After Image 47, when the manager clicks on nominate participant, a search page appears.
The user should be redirected to the nominate page.
Steps to reproduce the issue:
1. Menu > Manager Self Service > Performance Management > Current performance documents
2. Choose an open document in the Define Criteria step.
3. In the left panel, click on Nominate Participants and choose Add Nominees
The right panel displays the 'Nominate Participant (Hidden)' page.

This is a regression introduced in newer PeopleTools Versions, starting with 8.60.
