EPY: Off-cycle Check Not Calculating Oregon Paid Leave or Unemployment for a Retro Payment (Doc ID 3025301.1)

Symptoms

Paid Leave for Oregon and Oregon UI wage Tax not taken on an off-cycle check when calculating a Retro Pay check.

We expected that since the check date is in 2024 that these amounts would be calculated.

The issue can be reproduced at will with the following steps:
  
1. Earning Code "RE" has effective date prior row 01/01/2021 with "Subject to FUT" not checked but 01/01/2024 has "Subject to FUT" checked on - Set up HCM>Product Related>Payroll for North America>Compensation and Earnings>Earnings Table

2. Add an off-cycle paysheet for PED 04/20/2024 - Payroll for North America>Payroll Processing USA>Update Paysheets>By Paysheets

3. Enter earnings dates from 06/28/2021 to 06/26/2023 for earning code "RE" with a retro amount
 
4. Calculate retro pay for the off-cycle paysheet - Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll

5. Verify the review paycheck taxes that shows no Oregon UI Wages or Paid leave was taken on the off-cycle checkPayroll for North America>Payroll Processing USA>Produce Payroll>Review Paycheck
