Negative SAI Being Added To COA

Symptoms
After adding a row in the Federal Application (Correct ISIR Records) and clicking the Calc SAI button, a negative SAI is being added to the student's COA which is inflating the Federal Need of the student.
The issue can be reproduced at will with the following steps:
1. The student has submitted two ISIR transactions that have both been loaded.
2. In the Need Summary link, the negative SAI (-1500), does not affect the Federal Need total (that is just the amount of the COA).
3. Add a new row to the ISIR, and click the Calc SAI button, then the negative SAI is now being added to the COA which is increasing the Federal Need.
