E-PT: Slow Performance While Loading Staffing Workbench In CFR Language in PT 8.59

Symptoms
Perfromance issue detetcted at FIN Resource Management Staffing Workbench Fulfill Orders page, when trying to expand any selected Service Order to review the Resource Details.
When user logs into the system in Canadian French language it takes around 30 seconds, when compared with English language which takes only 5 seconds.
Steps to reproduce the issue:
1. Log into the FSCM Online Application in Canadian French language as a Staffing Assigner User.
2. Navigate to Gestion Resources > Console Responsible Lists > Execution Demands (Navigation Path: Resource Management > Staffing Workbench > Fulfill Orders).
3. Select a Resource Request transaction.
4. Click on the down arrow to expand its related Resource Details section.
