E-TR: Not Able To Correct History on a Tree Node, Gives Error "Cannot change current or history records unless in correction mode." (Doc ID 3028372.1)

Symptoms

Not able to correct history record on a Tree Node. Correct History is checked at the upper tree search level but does not allow to modify the Effective Date or Description of the child Node.
Insert a child node into a tree and save it, and if an error is made on the effective date then this section does not allow for any type of correction.

Steps to Replicate:
--------------------
1. Log into PIA.
2. Navigate to Tree Manager -> Tree Manager
3. Select and open the Tree.
4. Add a child node in the tree and save and close.
5. Log in again and open the same Tree and try to change the Effective Date or Description of the newly added Node - it gives the below error message.
