EPY: Earnings Codes Which Are Not Subject To Any Taxes Are Still Calculating CO FML In Some Scenarios

Symptoms
When an earning which adds to gross but is not subject to any taxes is added to the paysheet, no taxes are calculated as expected. Insert a new addl nbr and add the earning for the same amount as the first row and CO FML EE and ER is calculated. Change the second amount to be different than the first amount by a penny or more and no taxes are calculated.
The issue can be reproduced at will with the following steps:
1. Setup an earning which adds to gross but has no taxes:
Setup HCM > Product Related > Payroll for North America > Compensation and Earnings >
2. Add earnings to pay sheet.
Payroll for North America Payroll Processing USA > Update Paysheets > By Paysheet
3 . Run paycalc
Payroll for North America Payroll Processing USA > Produce Payroll > Calculate Payroll
4 Review paycheck taxes
Payroll for North America Payroll Processing USA > Produce Payroll > Review Paycheck
5. Insert new addl nbr on paysheet and add same earning and amount.
Payroll for North America Payroll Processing USA > Update Paysheets > By Paysheet
6. Run paycalc
Payroll for North America Payroll Processing USA > Produce Payroll > Calculate Payroll
7. Review paycheck taxes
