E-PIH: When Clicking on a News Publication Tile, the Home, Actions and NavBar Buttons are Shifted to the Center of Nav Bar (Doc ID 3029182.1)

When clicking on a news Publication tile,  the Home, Actions and NavBar buttons are shifted to the center of Nav Bar.

The issue can be reproduced at will with the following steps:

1. Log into PIA with user VP1.

2. Navigate to Content Management > Maintain Content

3. Do a Search.

4. Click details link for the news Content "Title Bring Your Parents to Work Day".

5. Click Publish a Tile button to Publish it as tile.

6. Go to Fluid Homepage and add the tile.

7. Click on the tile.

8. Observe the Home, Actions and NavBar buttons are shifted to the center of Nav Bar.
