HCM: Adding New Effective-Dated Row to HRPPOIJ Activty Guide Composer Template Causes Validation Error When Trying To Create a New POI Using Fluid Create Person Of Interest Tile (Doc ID 3029560.1)

Symptoms

The Create Person of Interest fluid Activity Guide is showing an error on the Validation step if a new effective-dated row has been added to the AG template HRPPOIJ.

The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Administrator fluid homepage >Manage Human Resources > Manage Configurations > Activity Guide Composer > AG Composer Templates
2. Select Edit button next to template: HRPPOIJ
3. Click Add (+) button and create a new effective date row 1/1/2024
4. Click Apply to Save, then click update template pencil icon next to 1/1/2024 row
5. Click Next and activate it without any changes.
6. Navigate to Workforce Administrator fluid homepage >Manage Human Resources > Create Person of Interest tile
7. Select any POI type, and enter any details as needed in the activity guide until you get to the Validation step.
8. An error occurs in the validation and users are unable to proceed further with submitting the data
