HCM: Candidate Gateway New User Registration Displaying A Warning That Address Must Be Entered, Even When Not Required

Symptoms
New user registration in Candidate Gateway is displaying a warning that an address must be entered even though it is not required.
At least one Address field (Address 1, Address 2, Address 3) must be populated in order to save the address. (18028,272)
Press OK to ignore the warnings and save data
Press Cancel to stop processing and return.
The issue can be reproduced at will with the following steps:
1. Navigate to Set Up HCM > Install > Product Specific > Recruiting Installation.
2. On the Applicants tab, ensure "Display Address" is set to Yes, and "Require Address" is set to No.
3. Register as a new applicant on the external Candidate Gateway. As part of the information, do not enter an address.
4. When clicking Register button, the warning pops up
