SFP: During The Pul2 Process A Blank Value Is Inserted Into the Record SCC_SFP_ISIR When Students Have Multiple ISIR Rows

Symptoms
Some students have a Pending or Valid ISIR status in SFP on their latest ISIR and a blank ISIR status for the same ISIR in CS. In cases where these students have multiple ISIR rows the lower ISIR number has the correct status in both systems with the latest SCC_ROW_UPD_DTTM and the later number has a blank status with a matching SSC_ROW_ADD_DTTM and SCC_ROW_UPD_DTTM.
The issue can be reproduced at will with the following steps:
1. Run the Pull ISIR data from SFP to CS
