EPY: Tax Withholding Approval Does Not Complete After Approve Button Is Pressed

Symptoms
The Tax Withholding fluid Self-service is set up to use Approvals. When Approving a pending item, the approval is not completing.
Steps to Reproduce
1. Sign in as a user with the role WH Form User (and who does not have WH Form Approver role)
2. Navigate to Fluid Home > Employee Self Service > Payroll > Tax Withholding
3. Choose Federal
4. Update the Adobe form as desired
5. Click Submit
6. The system shows that the form is Pending Approval
7. Sign in as an Approver
8. Navigate to Payroll for North America > Tax Withholding Form Approvals
9. Choose Approve for the pending form
10. The status changes, but the data is not inserted
11. Navigate to PeopleTools > Integration Broker > Service Operations Monitor > Monitor Asynchronous Services
12. The message status remains in 'New'
