E-CI/IB: CI Web Service Only Saves One Collection Data Row, Even Though Several Rows were Received (Doc ID 3030439.1)

Site developed a custom multi-level Component Interface (CI), and created a CI-Based SOAP web service to upload data (using Create action) into the PeopleSoft system.
While testing the web service, developers observed that one of the collections in the payload contained several rows of data, but only the last row was being inserted into the database.

Steps to replicate:

1. Create the integration consisting of the custom CI, and web service.
2. Send a test message, with the collection in question containing several rows of data.
3. Review the table(s) involved, and observe that only the last row of data was inserted.
