Incorrect Academic Level Calculated for Incoming Transfer Students when Transfer Units were Adjusted

Symptoms
For students with Transfer Credits Adjustments whose initial academic level is Senior but whose transferred credits result in less than 90 semester units (or 135 quarter units).
This specifically affects students who transfer in 90 or more units but are adjusted back to 70 units. Despite meeting criteria for Junior status, their academic level remains Senior. Manually adjusting to Junior is futile as subsequent schedule changes revert it back to Senior. However, after the first term and posting of final grades, the system corrects the academic level.
The issue can be reproduced at will with the following steps:
- Navigate to Records and Enrollment > Transfer Credit Evaluation > Course Credits - Manual.
- Using a newly matriculated Transfer Student, post 90 Transfer Credits. If student is not yet term activated, the credits are in Completed Status.
- Navigate to Records and Enrollment > Student Term Information > Term Activate a Student.
- Term Activate the Student for Fall 2024.
- Return to Course Credits – Manual (#2) and re-Post the credits. Status should read as Posted.
- Return to Term Activation Page (#3) (re-search for student to refresh page): Student is showing as “Senior” for the three Academic Level values.
- On Term Activation – Terms in Residence, set the TC Units Adjustment Value to 20.0 (this is standard, as Community College Students can receive a maximum of 70.0 transfer community college credits).
- Return to first tab, Term Activation. Student shows correctly as Junior for all three Academic Levels.
- Navigate to Records and Enrollment > Enroll Students > Quick Enroll a Student.
- Enroll the student in anything for Fall 2024. In this case, I enrolled the student in one, four-unit course.
- Return to Term Activation – student shows as Senior for Projected and Beginning of Term Academic Levels, and Junior for End of Term. Student should still show as Junior for ALL academic levels.
