When adding new Effective Date for the Activity Guide Create Employee template "HRPJORG", the Submit button appears in every step of the Activity Guide process.
 
The issue can be reproduced at will with the following steps:
1. Navigate to Menu > Enterprise Components > Activity Guide Composer > AG Composer Template
2. Edit the existing Activity Guide Template “HRPJORG” with the effective date of “2000-01-01”
3. Add Security Roles on Security page
3. On Additional Actions page include the "Submit" option in the "Available Actions"
4. Saved the template
5. Navigate to Workforce Administrator > Manage Human Resources > Create Employee tile
6. Fill all the required data on Personal Data, Job Data pages
7. Click next to Summary page.
