Application Engine Process "HP_RETDSTUPT" Shows Message: 'EARNINGS' Transactions Have Not Been Viewed, Program Will Terminate (Doc ID 3031119.1)

When running the process HP_RETDSTUPT, it will show the following message:

'EARNINGS' Transactions have not been viewed, Program will terminate. (1502,539)
'TAXES' Transactions have not been viewed, Program will terminate. (1502,539)
Application Engine program HP_RETDSTUPT ended normally
PSAESRV completed service request at 12.20.34 2024-06-22


The issue can be reproduced with the following steps:
1. Go to Department Budget Table and insert an effective dated row on Earnings page - Set up HCM>Product Related>Commitment Accounting>Budget Information>Department Budget Table USA
2. Click save to create a new run control ID to add the information to run the Budget Retro Process
3. Go to the Review Retro Distribution and verify it indicates "Editing" - Payroll for North America>Payroll Distribution>Commitment Accounting USA>Review Retro Distribution
4. Select All for the retro transaction and change the status to "Complete". Save the page.
5. Run the Update Actual Distribution process and the application engine will produce that message - Payroll for North America>Payroll Distribution>Commitment Accounting USA>Update Actuals Distribution
