E-OS:/ E-ES: No Results Returned in Global Search. A Message Is Displayed Instead: "Documents not available"

Symptoms
When attempting to get search results from Suggestions Search, by placing the mouse cursor in the Global Search field, the message below is displayed instead:
Documents not available. Please check
1. If search is configured.
2. If configured, deploy and index the search category : PTPORTALREGISTRY
3. If indexed, check user permissions

The issue was reproducible in the customer site with the following steps:
1. Login.
2. On the Homepage, place the mouse cursor in the Global Search field.
3. Instead of items returned from Suggestions Search, the above message is displayed.
