Symptoms

Fluid Create Requisition Item Compare invisible even after adding items to compare

The issue can be reproduced at will with the following steps:

1. Navigate to Create Requisition tile.
2. Click 100* in the Catalog search bar or any keyword that produces more than 1 result.
3. Click on the Relation Actions drop down and add any items to compare list
4. Displays 2 items are added for comparison. However the compare pop up is not enable
