EPY: Department Budget Table Produced a Peoplecode Error on Save - "This deductions Department budget cap has been exceeded by lower level budget caps." (Doc ID 3032864.1)

We are getting the following error on the Department Budget Table when trying to save the page:


This deductions Department budget cap has been exceeded by lower level budget caps. The excess amount is 10. (1500,26)

The lower level budget cap or caps exceeds a higher level cap. You must either increase the higher level cap or decrease the values of the lower level budget caps.


The issue can be reproduced with the following steps:
1. Go to the Department Budget Table earnings page and insert an effective dated row with sequence 1 - Set up HCM>Product Related>Commitment Accounting>Budget Information>Department Budget Table USA
2. Update the earnings distribution for the combination codes
3. Save the page and a Peoplecode error is generated.
