E-PIA: Personalizing Menu Order To Alphabetical Gives "There is no current buffer context." Error (Doc ID 3036289.1)

When users try to change the menu order from Standard to Alphabetical in NavBar settings, they get the error ""There is no current buffer context...."

Issue can be Replicated with Following Steps 
1.Click the NavBar.
2.Click the Personalize NavBar icon (gear icon).
3.Select the Alphabetical button under Menu Order.
4.Click Save. You will receive the error message:
There is no current buffer context.

The executing PeopleCode has attempted to do an operation that refers to the current buffer context, but there is no such context in the environment that the PeopleCode is running in.
