HCM 9.2: When Attempting to Approve a Fluid Person Data Transaction (Create Employee) with Attachment, Error Occurs: "custom javascript error document.getElementByID(...) is null" (Doc ID 3036843.1)

Symptoms

When attempting to approve a Create Employee/Create CWR transaction with attachment ,
the following error occurs displayed by the Browser:

"custom javascript error document.getElementByID(...) is null"


Steps to replicate the issue:
1. Select the Manage Human Resources Tile from the Workforce Administrator home page > Create Employee/Create CWR Tile
2. Attach a File as part of the Hire
3. Submit the Transaction for Approval
4. Login as the Approver, Access the Workforce Administration Tile > Pending Approvals to review and take action on the add requests, when the Approver clicks on the "View Details" Link of the transaction, by clicking on the Attachment, the Browser displays the above error and there is no attachment showed.
