HCM 9.2: When Creating an Employee, On Organizational Relationship, the Withdraw Button is Missing on the Withdraw View Page

Symptoms
When adding a new employee record/ or when creating a new Employee, by using the new Person Model Organizational Relationship, the approval is setup for Withdraw, but when the transaction is withdrawn, there is no option/button to actually withdraw that particular employee record.
Steps to replicate the issue:
1. Navigate to Workforce Administrator > Manage Human Resources > Create Employee.
Fill out the required data and Submit the request for approval.
2. Navigate to Manage Human Resources Fluid Homepage > Organization Relationship Tile.
Search for the transaction submitted for Approval at Step 1.
3. Click on related actions button against the existing row and select Withdraw.
Notice: The Withdraw button is not available in the Withdraw AG which is launched
