Purchase Order (PO) Is Not Presenting Message About Increasing Req (Requisition) Qty (Quantity) When PO Qty Is Decreased

Symptoms
PO is not presenting message about increasing Req Qty when PO Qty is decreased. A message providing instructions for increasing the Open Requisition Qty is not being displayed when PO Quantities are decreased.
The issue can be reproduced at will with the following steps:
1. Navigate to Add/Update Requisitions. (Purchasing-->Requisitions-->Add/Update Requisitions)
2. Click on Add.
3. Add two line items.
4. Click on the Attributes tab.
5. Click on Dropdown for Physical Nature.
6. Change one line to Service. (one line Goods, second line Services)
7. Save the requisition.
8. Navigate to Add/Update PO. (Purchasing-->Purchase Orders-->Add/Update POs)
9. Click on Add.
10. Click on Copy From and select requisition.
11. Search for our requisition and select it.
12. Save the PO.
13. Reduce the QTY line 1 and reduce the Price on line 2.
14. Query the REQ_LINE_DISTRIB table for our requisition.
15. Notice that open QTY reflected for the QTY not for the second line.
