ELM: Incorrect Available Seats Shown in Administer Class Rosters Summary Page (Doc ID 3037724.1)

Symptoms

Issue 1: Class only has one reserved seat. No one has been enrolled yet but of the 20 seats, one (1)  is reserved, one (1) available slot has been taken, and 18 should still be shown as available but is showing 17. Backend data confirms that there are only 2 learners enrolled. 

Issue 2: Cloned Class only has one reserved seat. No one has been enrolled yet but of the 20 seats,  one (1) is reserved, and 19 should still be shown as available but is showing 18. I

The issue can be reproduced at will with the following steps:
1. Log on using PS
2. Navigate to Menu > Enterprise Learning > Catalog > Maintain Classes
3. Enter the following search parameters then click on the Search button
4. Click on the search result

5. Click on the Clone link
6. Set the following values then click on the Continue button:
  a. Class Code
  b. Copy Session Information: Enabled
  c. Class Status: Active

7. Update the following then click on the Save link:
  a. Reserved Seats: 1
8. Click on New Window link

9. In the new window, navigate to Menu > Enterprise Learning > Learner Tasks > Administer Class Rosters

10.. Enter the following search parameters then click on the Search button

11. Click on the result found.

12. Click on the Enroll button

13. Enter the following parameters then click on the Search button: 
       a. Employee ID
14. Enter the following details then click on the Submit Enrollment button:
  a. Use Reserved Seats: 1
  b. Select: Checked

15. Click on the Enroll New Learners hyperlink
16. Enter the following parameters then click on the Search button:
  a. Employee ID

17. Enter the following details then click on the Submit Enrollment button:
  a. Select: Checked

18. Click on the Close button

  ( Administer Class Roster 2 Learners enrolled)

19. Navigate to Menu > Enterprise Learning > Catalog > Maintain Classes
20. Enter the following search parameters then click on the Search button:
  a. Class Code: ORA_STRAT_BUS_01-01

21. Click on the search result, notice page displays 17 Available Seats.
