Effective Date on Employee Name Cannot Be Modified in Fluid Personal Data

Symptoms
In Correct History mode, the Effective Date for the employee's Name is changed. The Change appears to save, even getting the message that the change has been submitted successfully, but upon returning to the records it can be seen that the change has not saved.
Steps to reproduce the issue:
1. Navigate to Workforce Administrator homepage > Manage Human Resources tile > Modify Person tile.
2. Open record for employee in Correct History mode.
3. Modify the Effective Date for the Name.
4. Submit the change..
5. Open the record again to see that the new date has not saved.
