Fluid eProcurement My Requisitions Tile is Not Restricting Actions Based on User Security Setup. (Doc ID 3038167.1)

In My Requisitions tile,User does not have access to fluid receipts or returns, yet in the actions drop down options like Create return and create receipts show up for the user.

This issue can be reproduced at will with the following steps:
1. Remove access to create returns and create receipts for a user from role using permission list. Navigation : PeopleTools > Security > Permission Lists.
2. Go to eProcurement > My Requisitions and click on actions drop down for a requisition in PO dispatched status.
3. Notice that Create Receipt action is available.
4. Now Go to eProcurement > My Requisitions and click on actions drop down for a requisition in received  status.
5. Notice that Create Returns option is available.
