Symptoms
Adding line to existing contract on contract update page creates an extra PS_CNTRCT_DSTRB distribution record. This records is not needed and should be added.
Steps to Reproduce Issue:
1. Find existing contract with multiple lines
Navigation: Procurement Contracts > Add/Update Contracts
2. Check box Allow Open item Reference
3. Add another line to contract
4. Query for PS_CNTRCT_DSTRB records and none are found
5. Exit from contract and reopen same contract
6. Make change to contract merchandise amount on any line
7. Save
8. Query for PS_CNTRCT_DSTRB records and an extra row for the line added even though a distribution was not added
