EPY: Entering Fluid Job Data Tax Location Change Is Not Inserting a New Row In Tax Data Page When Approval Required

Symptoms
Employee's tax location change in Job data did not insert a new row in Tax data page. This is occurring only for new rows that require approval.
The issue can be replicated at will with the following steps:
1. Navigate to Workforce Administrator fluid home > Manage Human Resources > Manage Job
2. Search for the desired employee, and create a new Job Action
3. Submit the changes with updating the Tax Location. This is submitted for approval.
4. Approve the transaction as the approver.
5. Verify that the employee's Job data has updated successfully, but no new row was put into the employee's tax data.
