Planing Node Not Created by APT Request Process When There is an Inactive Effective Dated Item in AIR

Symptoms
When attempting to create a planning node using the Academic Progress Tracker (APT) process request, if there is an inactive Academic Item Registry (AIR) Item from previous years in Students APTs, the planning node and is not created and the following error can be observed in the process log.
Processing Student (#####) failed.
The issue can be reproduced at will with the following steps:
- Navigate to Records and Enrollment > Program Enrollment > Academic Progress Tracker.
- Go to a student with an APT.
- Navigate to Curriculum Management > Academic Item Registry > Academic Item Registry (AIR).
- Inactivate an already taken course as of next terms effective date.
- In Academic Progress Tracker, set students curriculum term.
- Navigate to Records and Enrollment > Program Enrollment > APT Request.
- Enter run control parameters.
- Run the process.
