Fluid Advisement Report Status Inconsistent

Symptoms
On the Fluid Advisement report, a requirement will display as Not Satisfied but the units completed will say 100%. If the units completed are 99.5 or greater it rounds up to 100, even though the status is not satisfied.
The issue can be reproduced at will with the following steps:
1. As a student, navigate to the delivered Student Homepage
2. Click on the Advisement Progress tile
3. Click on Academic Progress
4. Navigate to a requirement where the total units completed is between 99.5% and 99.99% of the required total. Example: where 120 units are required but the student has completed 119.6 units.
5. The requirement displays as “Not Satisfied” but for “Units Completed” is says 100%"
