E-FTP: Unable to Open or View .eml File Extension in any of the File Attachment Page.

Symptoms
Unable to open or view .eml file format in any file attachment page.
The issue can be reproduced at will with the following steps:
Test Case:1
1. Log into PIA
2. Navigate to Main Menu> PeopleTools> Utilities> Debug> Test Utilities
3. Enter URL ID: record://PSFILE_ATTDET/
4. Click on Attach button, Browser and select '.eml" extension file and upload
5. Once the file uploads click "View" button to open/view the uploaded .eml file
6. Not directly downloaded the file, it open "text format" on next tab
Test Case:2
1. Log into the FSCM 9.2 Online Application as an Expenses Employee.
2. Go to Employee Self Service Fluid Homepage.
3.Click on the Expenses tile.
4. Click on the Create Expense Report tile.
5. Fill in the Expense Report Header fields, and select the Expense Report Action of 'Add Expense Lines'.
6. Proceed to define the Expense Report Line details.
7. Click on the Attach Receipt button from the Line Transaction.
8.At the Attachments sub-page, upload a new Outlook Email Notification message (file extension .EML).
9. Save the changes.
10. Have the Employee click on the link of the attachment to view it online.
11.PROBLEM: The system opens a new window with the Email Message, but it only shows gibberish code.
Test Case:3
Try to upload .eml files as file attachment in the PO. When the user or the approver try to view the message by clicking on the view attachment button, getting a weird file like a text file.
