Error When Approving Two Supplier Registrations With the Same Requested User id

Symptoms
Error when approving two Supplier Registrations with the same requested user id.
If two Suppliers request the same User ID during supplier registration approval. It gives an error and the automated email is sent to the supplier with incorrect information.
An error occurred while taking action on purchase order. The following error occurred when calling DoApprove(): First operand of .is not an object, so cannot access member Item. (180,235) SUP_OB_USR_REG.OPRID.FieldFormula Name:Create_Supp_User PCPC:2483 Statement:32
The issue can be reproduced at will with the following steps:
1. Go to Suppliers > Supplier Registration > Register Suppliers. Add a registration
2. Add Required fields. Next
3. Add Address Next
4. Add a contact
5. Navigate to the Submit Step. DO NOT COMPLETE or SUBMIT THIS REGISTRATION!
6. In ANOTHER BROWSER or INCOGNITO WINDOW. Create a NEW registration and on the Contacts Page ENTER THE SAME REQUESTED USER ID.
7. Address. Next
8. Add Contact. Next
9. ENTER THE SAME REQUESTED USER ID
10. Submit this registration
11. GO BACK to your first registration and Submit it.
12. Go to Suppliers > Supplier Registration > Review or Edit Registration. Review one of the registrations. Click Review is complete
13. Review the second registration. Request submitted to approve
14. Login as VP2
15. Go to Suppliers > Register Suppliers > Approve registrations. Approve one of the registrations created
16. Approve the second registration. Getting the error:
'An error occurred while taking action on the purchase order. The following error occurred when calling DoApprove(): First operand of . is not an object, so cannot access member Item. (180,235) SUP_OB_USR_REG.OPRID.FieldFormula Name:Create_Supp_User PCPC:2483 Statement:32'
Issue 1: Get PeopleCode Error. This says something about purchase orders which is not correct, but we are getting this because both registrations are trying to create the same user id.
Issue 2: In addition, customer found that the automated email the Supplier is sent even though.
