ECM: PMT_DISPATCH Process Incorrectly Displays "Remittance Advise Email Was Not Sent. Please Check the Email Address", in the Message Log.

Symptoms
The PMT_DISPATCH process incorrectly prints the following message in the the message log:
"Remittance Advise email was not sent. Please check the email addressXXXXXXXXXXX@XXXXXX.com and try again. (13560,1002)".
However, supplier received the email advise.
Steps to replicate:
1) Create a voucher.
Menu > Accounts Payable > Vouchers > Add/Update > Regular Entry.
2) Process the payment by running the Pay Cycle Manager.
Menu > Accounts Payables > Payments > Pay cycle Processing > Pay cycle Manager.
3) Process payment to Financial Gateway from the Pay Cycle Manger.
4) Dispatch the payment and review the message log. above message is displayed , however, the supplier receives the email.
Menu > Financial Gateway > Process Payments > Payment Dispatch.
