E-PIA: Vertical Scroll Bar Disappears from WorkCenter's PIA Grid if Data Row Count Surpasses 4000 and the Page Zoom is 100%

Symptoms
The site is on the following:
- PeopleSoft Enterprise FSCM 9.2 PUM Image 48
- PeopleTools 8.60.10
The Vertical Scroll Bar will disappear from the PIA grid of Fluid Billing WorkCenter if there are more than 4000 rows of data and the page zoom is at 100%.
The issue can be replicated as follows:
1. Log into the FSCM PIA as a Billing User.
2. Navigate to the Credit to Operations Fluid Homepage.
3. Click on the Billing WorkCenter tile.
4. Define the Filter to have Business Unit at one with high volume of transactions.
5. Expand the My Work section.
6. Expand the Invoice Information section.
7. Click on the 'Invoices with Open Balances' link.
8. The system loads the 'Invoices with Open Balances' pagelet, displayed at a page zoom of 100%.
9. While the pagelet is listing a total of almost 4,000 transactions, there is no vertical scroll bar to go up and down this long list.
