E-WF: EOEN_ALERT does not Send Email Notifications to the Users (Doc ID 3042723.1)

Symptoms

EOEN_ALERT does not send email notifications to the users. 

The issue can be reproduced at will with the following steps:

1. Log into PIA.

2. Navigate to Enterprise Components > Events & Notifications > Notifications Registry.

3. Create Test Query.

4. Navigate to  Enterprise Components > Events & Notifications > Alert Definition and create Alert Definition. 

5. Navigate to Enterprise Components > Events & Notifications > User List Definition and create User List Definition.

6. Navigate to Enterprise Components > Events & Notifications > Run Alerts.

7. Check users' emails to confirm no alert emails received.
