EPC: When Asset Integration Rules Are Inherited From Program, Asset Cannot Be Related to Multiple Projects in the Express Asset Definition Page

Symptoms
When Asset Integration Rules are inherited from program, cannot relate an asset to multiple projects. When saving the asset in the Express Asset Definition page, the asset is deleted from the other project.
Steps to reproduce the issue:
- Navigate to Project Costing > Project Definitions > Define Project General Info and create a program;
- Enable express asset integration with the Many Assets to Many Activities rule;
- Create a project. Inherit Asset Integration Rules from the program;
- Create an activity;
- Create a second project. Inherit Asset Integration Rules from the program;
- Create two activities;
- Navigate to Project Costing > Assets > Express Asset Definition and open Express Asset Definition for the first project. Add an asset for the activity;
- Open Express Asset Definition for the second project. Add a new asset for the first activity. Add the same asset as selected on the first project for the second activity;
- Open the express asset definition for the first project. The row does not exist because the asset has been associated with the second project. If adding back the asset and reopen, the row is missing.
