When Changing Business Unit In Course Session Costs Page, There Are No Error Messages When Incorrect Department Selected (Doc ID 3042915.1)

Symptoms

When changing business unit in course session costs, there are no error messages even though the department number selected does not exist for this business unit.

Steps to reproduce the issue:
1. Navigate to: Enterprise Learning > Define Course/Cost Details > Course Session
2. Add two expenses for this course session
3. Add course session costs for the course and session (Enterprise Learning > Define Course/Cost Details > Course Cost)
   Type 100.00 in the Per Unit Cost field and tab to the Cost Unit field and enter department , business unit
4. Change the business unit to any business unit which does not have department selected above
5. Record saved without an error message, when doing a lookup of the Department it indicates that there are no values.
6. An error message should have been generated.
