EPY: PSPPFUND Did Not Process One Of Our Pay Groups Due to "PAY_OFF_CYCLE" was Set to "Y" on Pay Calendar (Doc ID 3043230.1)

Symptoms

PSPPFUND did not process one of our pay groups due to the "PAY_OFF_CYCLE" was set to "Y" on the Pay Calendar.

We are unsure why the PSPPFUND did not process one of our pay groups.  The pay calendar indicates there is an un-confirmed off-cycle.


The issue can be reproduced with the following steps:
1. Run PSPPFUND - Payroll for North America>Payroll Distribution>Commitment Accounting USA>Distribute Actuals
2. Logfile only shows two Pay Groups processed and not the third one due to the Pay Calendar indicates an off-cycle outstanding
