TCSI: When a Student has an Admit and Matriculation row with the Same Effective Date, the Student is not Returned in the Search Results From PS_SSR_HM_CAD_SRCH (Doc ID 3044603.1)

Symptoms

When a student has the same eff dated row with an ADMT program action, and an MATR program action, the student is not showing up in the search results on PS_SSR_HM_CAD_SRCH (record sql).

It is expected that regardless of the Effective Date, the student with the new academic program will return in the search results on the Search Record TCSI: Course Admission component.

The issue can be reproduced at will with the following steps:
1. For a student navigate to Records and Enrollment -> Career and Program Information -> Student Program/Plan
2. Enter the component for the student in correction mode add a new effective dated row enter a program action of admit for a new academic program and save.
3. Insert a new row and use the same effective date as step 2, enter a program action of ACTV, and save.
4. Records and Enrollment > Enrollment Reporting > AUS Regulatory Reporting > TCSI > Transaction Maintenance >TCSI Course Admission and search for the student.
5. Note the student with the new academic program doesn't show up in the search results.

Changes

 SQL changes on the search record delivered in PUM30, delivered changes to the record that won't select students with the behavior reported.
