eDevelopment: By Submitting Training Requests, the Transactions is Submitted with Errors: "Errors were encountered while this transaction was trying to save to the database." (Doc ID 3044845.1)

Symptoms

When Requesting a Training Enrollment, the Employee received the following Message:

"Errors were encountered while this transaction was trying to save to the database. A message has been sent to the Administrator to complete processing of this transaction. No further action is required on your part."

For the Training Requests submitted by the Employee's, the Administrator was not able to find the Requests when accessing the Manager Self Service > Learning and Development > Approve Training Request.

Steps to replicate the issue:
1. Navigate to Employee self service>Request training enrollment, employee getting above Error Message.
2. Login as the Manager and navigate to Manager Self Service > Learning and Development > Approve Training Request.
