Symptoms
When attempting to access the Time Summary Leave Compensatory time and Payable time from Team Time Direct Report > Enter time,
the following errors encountered -
"A fatal PeopleCode SQL error occurred. Please consult your system log for details"
"SQL error in Exec. TL_TIME_VIEW.Compleav.OnExecute Name LoadCompLeaveBals PCPC:271 Statement:4

Steps to Reproduce:
1. Log in to the PeopleSoft Internet Application (PIA) as a Manager.
2. On the Manager Self Service Homepage, click the Team Time Direct Reports tile.
3. Go to the Enter Time page.
4. Select an employee from the list of direct reports to open their timesheet.
5. Click on the Leave/Compensatory Time tab at the bottom of the timesheet.
6. Clicking OK triggers the error message.
