Pell Fails Validation With Edit 9217 When the Student Aid Index (SAI) is Greater Than the Max Pell Amount for the Aid Year But Student is Eligible Based on the ISIR Min Pell Indicator

Symptoms
When attempting to award Pell for a student with an ISIR indicating a non-blank Minimum Pell Indicator and SAI above the Maximum Pell amount for the Aid Year (e.g. SAI > 7395 for Aid Year 2025) the item type unexpectedly fails validation with edit 9217 - "The Federal SAI exceeds allowable amount to receive Pell; student is not Pell eligible." .
The result is incorrect, because students with a non-blank Minimum Pell indicator should qualify for the minimum Pell amount with no other required conditions. Starting in Aid Year 2025 there is no such thing as a “max Federal SAI" as the validation message seems to imply.
If the SAI is any amount below the Maximum Pell amount, then the Pell is correctly awarded with the Minimum Pell amount. In that respect, this issue is different from a similar issue previously reported and since supposed to be fixed, as documented in Note 3006851.1
The issue can be reproduced at will with the following steps:
- In Aid Year 2025, identify a student with SAI > 7395 and the ISIR 'Min Pell Indicator' not blank; if using query, these fields are PRIMARY_EFC and SFA_MIN_PELLIND on ISIR_COMPUTED.
- Navigate to Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package for the identified student.
- Manually assign a Pell Item Type, leaving the amounts at 0.
- Click 'Validate' and note the Pell is not assigned, and click 'Message' link to verify edit 9217.
