E-CI: Testing a Component Interface Based on a Component that Uses a Dropzone Returns a "Cannot find record" Error

Symptoms
After a PeopleTools (PT) 8.61 upgrade, when testing Component Interface (CI) using the Test Component Interface utility in Application Designer, the following error is seen if the CI is based on a component that uses the Dropzone feature.
Cannot find record. {xxxxxxxxxxxx} (91,30)
The issue can be reproduced at will with the following steps:
1. Open/log into Application Designer.
2. Open the CI based on a component that uses a Dropzone on a secondary page containing links.
3. Open the Test Component interface utility ("CI Tester"), and observe the error above.
