E-PIA: Download To Excel Button/ Icon Missing On Secondary Page for Route Control Under User Profile Component (Doc ID 3047991.1)

Symptoms

When navigating to the secondary page: Route Control under the User Profiles component, the download to Excel icon/ button is missing.

The issue can be reproduced at will with the following steps:
1. Navigate to PeopleTools > User Profile > User Profile.
2. Open a user details and click on the Role tab.
3. Click on the Route Control link.
4. Notice that on the secondary page, the Download to Excel icon is not available.
