E-AE/PC: Getting 'Could Not Create/Open Workbook XXXX.MAIN.Step02' Error When Running an Application Engine that Uses the PSSpreadsheet PeopleCode Object (Doc ID 3048274.1)

Symptoms

Site is running several custom application engine (AE) that generate Excel spreadsheet audit reports, and use the PSSpreadsheet PeopleCode object.
However, after upgrading to PeopleTools (PT) 8.60.05, the AE programs' log return the following error:

Could not create/open workbook

ENVIRONMENT
---------------
PeopleTools: PT 8.60.05,
HCM 9.2, Tax Update 24 C

Steps to replicate:
-------------------

1. Set up the PT 8.60.05 environment.

2. Log into PIA, navigate to Process Scheduler > Schedule Process Requests, and run the custom AE program.

3. Open the AE log, and observe the error above.
