Update Self-Service Reports Process Not Picking Up Changes To Student Groups (Doc ID 3048430.1)

Symptoms

After running the Update Self-Service process to update AAR (degree audit/academic advising report) data for various changes to the students record, changes to a student's student group does not trigger the AAR updates. Student Groups is configured to be a trigger. The expectation is, based on the setup, changes to student group will result in updates to AAR data.

1. Add the student group ATHL to a student. Confirmed that the sync flag updated as expected.
2. Add a new row (with today's effdt) to Requisite Student Group page, which is used for enrollment requirements, and removed ATHL from the config. This is the key piece. This effdt needs to be later than the effdt on the Advising Student Groups setup (which still has ATHL).
3. Once again added ATHL to a student and this time the sync flag did NOT update.
