EPY: Earning Code Created To Adjust Taxes Should Not Calculate Any Tax But It Is Pulling The PFMLA/EE Tax.

Symptoms
Attempting to use the Tax Adjustment earnings code for a manual tax adjustment for CO and the FML/EE and ER is pulling the taxable gross.
All other taxes are not being being pulled.
Steps to replicate the issue:
1. Navigate to Set Up HCM > Product Related > Payroll for North America > Compensation and Earnings > Earnings Table and create a new earning:
Earning Code: TAX - Tax Adjustment
Amounts Only
Tax Method: Specified on Paysheet
Add to Gross Pay
Not Subject to any US tax
2. Navigate to Payroll for North America > Employee Pay Data USA > Tax Information > Update Employee Tax Data and search for the employee to be calculated.
Set up the employee as follow:
State Tax Data
--------
State: CO (Resident and UI Jurisdiction)
Other Program Details:
P001 Subject
3. Navigate to Payroll for North America > Payroll Processing USA > Create an Online Checks and create the check for the employee:
Add Other earnings TAX - 23.00
4. Click on Save and Calculate.
5. Review the taxes.
