E-PIA: After Upgrading to PT 8.60 Users Are Unable to Create a Saved Search (Doc ID 3048528.1)

Symptoms

After upgrading to PT 8.60, users are unable to create a Saved Search.
Saved Searches are now available to edit under Managed Saved Searches. However, in that page, there is no option to create a new Saved Search.

The issue is reproducible in the customer site with the following steps:
1. Navigate to any component. The Component Search page opens up.
2. Click on the 'Pencil' icon right next to the 'Saved Searches' drop down.
3. Note that you can 'manage' the Saved Searches, but there's no option to create one.

Changes

Upgrade to PT 8.60.
