E-PN: Arrows Disappear After Filtering All Notifications on PeopleTools 8.58 - 8.60

Symptoms
After filtering all notifications, the arrows disappear from the individual events.
Steps to reproduce:
- Sign into the system as an Admin, Manager or some other user who would receive notifications.
- If the notification side bar (right side of page) doesn't automatically appear, click the Notification (bell) icon to display the sidebar with alerts and notifications.
- Click "View All Notifications" hyperlink, which will a page with the full list of alerts and notifications.
- Review the list and note some of the events have an arrow at the right side.
- Click the filter icon in the upper left corner of the grid and filter by type "Alert".
- When the filtering is complete, note the arrows are missing from their respective rows.
